MAIN PURPOSE OF POST


The post holder will be responsible for managing, day to day operations and reporting into the operational DLO manager North / South. Working as part of the management team, the postholder will contribute to the development of the DLO business plan, service delivery KPI’s and operating budgets.

You will work with the schedulers to plan the allocation of resources in accordance with demand and monitor individual performance by reports, coaching and appraisal. To set and ensure the standard of work completed is of good quality and staff achieve optimum levels of efficiency and effectiveness and to take remedial action where required.



KEY ACCOUNTABILITIES

Manage all resources provided to deliver communal works, HIA works and where requested FRA repairs in an efficient manner to deliver:

within agreed cost limits within agreed time scales to specified standards surpassing customer expectations


To ensure DLO business plan, KPI’s, targets and milestones are communicated to operatives to ensure all targets are met.

Work with DLO Commercial Manager and DLO Area Managers to ensure budgets are not exceeded and that we deliver a professional Value for Money service.

Work with the DLO Health & Safety manager to deliver tool box talks and ensure all working practices are completed with the Community Works health & safety procedures.

Monitor the Operative health & safety training matrix ensuring all operatives are compliant, work with the DLO H&S Manager to coordinate any training needs.

Work with the appointed supply chain to ensure materials are delivered on time, specials orders are monitored, ensure minimal material wastage throughout the repairs process.

Carry out quarterly van stock reconciliations and report back to the operational DLO Managers and DLO Commercial Manager. Set up van stocks for new operational employees.

To assist in the contract administration process in ensuring operations staff and contractors complete all necessary documentation correctly.

To assist in the preparation, planning, and implementation of the training need of the workforce.

Control employees’ attendance times and arrangements for leave and sickness absence.

Take decisions as required on the progress of jobs because of bad weather, poor working conditions or safety reasons, ensuring that the customer is kept informed.

Advise on all matters concerning the general welfare and working conditions and facilities of operations staff and subcontractors.

To investigate and satisfactorily resolve customer complaints and enquiries


To take responsibility, relevant to the post, for ensuring that Council statutes and government legislation is upheld. This includes the Data Protection Act, the Health and Safety at Work Act, Equalities and Diversity, Standing Orders and Financial regulations

Take responsibility, appropriate to the post, for ensuring compliance with council policies and procedures aimed at promoting and safeguarding the welfare of vulnerable children and adults.

To work flexibly in undertaking the duties and responsibilities of this job, and participate as required in multi-disciplinary cross-department and cross-organizational groups and task teams

To undertake any other duties that may be required. These may be varied from time to time to meet the needs of the service
